What is being collected, at what cost, and what is not
A connector is marked connected only after a real run has returned real records. An adapter that has been written, a credential that has been set and a budget that has been approved are three different things, and none of them is collection.

A query that changes silently makes every historical comparison meaningless — a rise could be more conversation or a broader term, and nothing on a chart tells you which. Packs are versioned, and no pack is scheduled until a bounded evaluation run has passed: at least 35% relevant, under 60% duplicate, at least 15% Telugu.

Cost per relevant record is the figure that matters. A collector returning enormous volume cheaply is not succeeding if the pipeline discards most of it — that is paying to be misled about coverage.

A run marked refused is the cost guard working. It is recorded rather than skipped silently, because “we did not collect, and here is why” is an operational fact and an unexplained flat line is not.

Refused, not deferred. WhatsApp forwarding is where much Telangana misinformation actually travels, and there is no way to observe it that does not mean reading private messages. The gap is stated on every coverage screen rather than filled.
